How to enable the "Controlled At" field for substitute item type in Related item in PIM

Summary:

The "Controlled At" function is unavailable in Product Information Management - Related Item for Substitute item assignment. I have added two screenshots below from two different environment. First screenshot shows that in environment 1 the "controlled at" flag is missing. But the screenshot 2 from a second environment the "controlled at" flag is appearing.

Based on Oracle Docs, i am aware that there is a field "Controlled At".
