Can email notification in approval unit be automated in line with the promotional path?

Summary: Issues with approval unit email notifications

Content (please ensure you mask any confidential information):We have enabled Consolidation Bottom-up approval unit in case of our client. However, we are facing following issues with the email Notifications for approval unit :

1) We are unable to automate approval unit notifications such that whoever becomes the current owner only gets the notification of status change and the action to be taken. We have enabled Approvals Notification in Application Settings as well as in User Preferences. Currently, we are able to be get the notification only when we specify the users under Notify these users. However, we want this to be automated in line with promotional path.
