Manage Run Control can't be found in the setups

Dear all

I am implementing for the first time the SCM inventory and based on my parameters note there's a setup called

"Manage run Control" i tried to search alone in the search criteria couldn't find it even i tried in the actions -> to go offering -> Opt in features and searched for it and couldn't find

Kindly advise
