Can we provide SSO between E-Business Suite and Oracle Cloud HCM without external Identity Provider

Summary:

We are implementing Oracle HCM Cloud alongside a pre-existing on-premise EBS instance which will continue to be used for some functions. Our understanding is that to enable SSO between these two applications there are several options available, but they all require a shared Identity Provider to be used with each application then having to be SSO-enabled to work with that Identity Provider. Can you please confirm Oracle's recommended approach. There is no single global identity provider available and client would like to enable SSO and user synchronisation between these two applications without the need to implement a new identity provider.
