Add a deleted grade step back to the grade with a future effective date

Summary:

When we try to add back a step that was previously deleted, it throws error saying a step already exists with the same number. It was an existing grade step but was deleted due to a requirement. Now looks like business want sit back in the grade. Is there a way we can add the step back to the grade with a future effective date? If this is not possible what will be the best alternative to address this issue.
