Approver unable to see the item details

Summary:

Hi

We want to create items and Structures in Product Development and also capture material and overhead cost there. Then create a change order (to move from Design to Prototype/Preproduction) for users in Finance team to approve the CO. However the approver is only seeing minimal information when he opens the notification using bell icon. We want him to see item details especially the costs, only then he would be able to approve.

What role or privileges are required for anyone to see those information about items in PD.
