Complete a work order that produces a zero quantity lot

As a production engineer, I want to be complete a work order that produces a 0 quantity lot so that I can accurately represent failed batches.

During a typical manufacturing run, I will create a batch of an item (which might be 1 litre of a liquid). I will consume several lots of material to create this litre of liquid. This litre of liquid is allocated a lot number externally (e.g. L123) prior to manufacturing. Once all my manufacturing steps are complete, I will aliquot this litre of liquid into 100 vials, which will all be considered part of L123. My work order in Oracle will be set up to create 100 vials, I will manually report on which lots of material were consumed during manufacturing, and on completion,
