Can we use Docusign to e-sign Purchase Requisitions and Purchase orders W/O Contracts implemented?

Summary:

We want use Docusign to submit Purchase Requisitions and Purchase Orders to electronic signature, but Procurement Contracts is not implemented. Can we use Docusing in these circumstances for both transactions?

I know document Doc ID 2413012.1 mentions it is not possible, I 'd like to know if this has changed over time.
