Agency has two methods to submit candidates we wanted one to Submit Candidates with Addtional Info

Summary:

Hi, related to a previous post, our agencies are adding the same candidate twice using different email addresses.

As we can't restrict this as the email is the unique identifier, we have created a check flexfield for agencies to confirm the email is correct and belongs to the candidate, tested this and I see two options for the candidate to be submitted and submitted with additional info.
