Remove delete and edit buttons on notes

Summary:

We have a request to delete the button that allows users to edit and delete notes, as users are doing it for rejection reasons, and we need to retain those.

I opened up a sandbox and went to the work area, but when I select the Delete and Edit buttons, I do not have options to restrict them as I usually do. See below screenshot where the configuration button is not available. I think my ideal solution here would be to restrict the delete button to the Application Admin roles only so if we needed to delete something an admin could, but users would not be able to.
