Short Comings of using Inventory Org as the Item Validation Org

As per SR : 2627121.1 , there are couple of points listed as drawbacks

  1. transactional inventory organization may not contain all the items 
  2. transactional inventory organization may not contain all the required attributes for the costing.

Need more information on second point.

If we go with Transaction inventory org as the Item validation org , does the system not appreciate the costing attributes set as org level ?
