ConfigOwnerTaxOption Sales Trxn - Allow Tax Applicability unchecked but Tax Calculates OM/AR

COTO: Sales Transaction - Allow Tax Applicability is unchecked but Tax Calculates OM/AR (US Sales and Use Tax)

Customer Sales do not have any tax charges. Configuration Owner Tax Option for Business Unit has Sales Transaction > Allow tax applicability unchecked.

Sales Order and Receivables shows tax. Had to create Tax Rules > Not Applicable for STATE, COUNTY, CITY

Why can't Sales Transaction tax be prevented with the COTO alone? I thought this worked in the past.
