Current Employee unable to create instance - Boot volume cost?

I am training and attempting to setup a standard instance using Employee Oracle Free Tier Tenancy.

I accept the defaults for this free account and I get this message: You cannot create a VM.Standard.E2.1.Micro because you have reached your limit. Upgrade to a paid account.

First comment is that the "Always free employee account" states we are allowed the micro VM so why is there a charge for the boot volume?

If the boot has a $2 cost but you cant upgrade the Oracle Employee free tier account then what is the work around? Or am I missing something in the process?
