not able to assign one user as manager if user hire date is after/greater than the other user

Hi Team,

Can any one help for the option to assign one user as manager if that user hire date is greater than or equal to user to whom we want to assign .

If we update the hire date then only user name is comming to select as manager. Kindly assist for this issue.

Ex : if user1 has hire date Jan'23 and user2 has Jul'23 as hire date then we are not able to assign User2 as manager to User1.
