Default data displayed on the Person Spotlight page

We are using the My Client Groups > Person Spotlight page for all our HR professional users. When this page is launched, by default it shows lots of employees data in the search results even before we search anyone on this page. I got couple of questions about this behaviour:

1) If HR professional user having global access opens this Person Spotlight page, then which employees are displayed by default?

2) What sort criteria is applied while showing this data as we do NOT see the results are sorted by either employee name or person number.

3) Currently we are facing performance issues when this page is launched in all our PODs. Is the amount of data displayed by default might be causing this performance issue? If that is the case, is it possible to stop displaying all the employees data by default so that page would display only when user enters some search criteria and executes search action? We have already logged a seperate SR for performance issue but trying to understand if we could change behaviour of this page not to display huge amount of data by default so it can help improve page
