Item Master EFF dependency on other EFF

Summary: We have 2 custom EFF's HSN Code and Tax Rate at item master. Our requirement is to have a validation of Tax Rate value on the HSN code chosen by the user. We want that once the user removes any data from HSN Code EFF, the Tax code EFF should also become blank and should derive value from the HSN Code association.
