Pending Worker Start Date Changes through Work Relationship HDL Load

After loading in a Pending worker through HDL, we are trying to change the start date of the worker to an earlier date. We know we can move this date through the New Start Date Field in the Work Relationship in the file. However we are curious if we can use this to change the start date of the pending worker to before the effective start date of the worker and before the current date.

For example, we created the Pending Worker on 11/18 (effective start date of the worker record being 11/18) with the projected start date of 12/1. On 11/28, a HDL file gets loaded attempting to change the Start Date of the worker to 11/10, typically this would be done through loading the NewStartDate on the Work Relationship. Would loading this New Start Date work to change the start date of the pending worker to 11/10? And would we need to load a new Assignment/Work Terms with the new projected start date being 11/10?
