Need to restrict user not to submit the sales order without product fiscal classification

In our business scenario, the tax are calculated based on the product fiscal classification which is in the line level of the sales order under Tax determinant dropdown menu. Need to restrict user not to submit the sales order without product fiscal classification.

Kindly provide idea/solution on this requirement.
