Allowing to Create multiple BPA for same supplier and Item combination

Summary:

We have the process where we create BPA directly wiithout PR or RFQ reference.

So created BPA which is having abc supplier with Xyz item

then again created another BPA for same abc supplier with Xyz item. System not throwing any message about already BPA exists for the same supplier and Item combination.

What is the rationale behind this behaviour?


We want to have functionality to not to allow the user to create BPA or trigger/show notifications while creating BPA for the same combination. How to acheive this?
