Unable to burden project costs imported from expense reports

Summary:

We are currently testing a solution for procurement cards, to achieve this we are proposing the users to populate project attributes in expense reports using an expense template specifically setup for procurement cards. We have added the required expenditure types into burden structures and expenditure organisations into burden schedules as well. The records are included in the existing burdening version therefore the application didn't require to "build burden schedule"

These project expenses are eventually imported to projects module and they are expected to generate burden costs as a separate expenditure line as per project type setup. Having imported these expenses into projects we've run the generate burden costs program but these transactions didn't create a burden expenditure line.
