Tax Configuration Content Upload

Summary: After uploading the Vertex MDU file to load the Tax Configuration Content into Oracle, the Taxes are created but with Tax Applicability option as Not Applicable and Use Tax for Simulation and Use Tax for Transaction check boxes unchecked. Is it standard process that the MDU content creates Taxes as mentioned above? For US there will be several Taxes loaded from Vertex MDU file so do we need to go to each Tax and manually enable the Use Tax for Simulation and Use Tax for Transaction check boxes and set the Applicability to Applicable?
