Learner Self-Service Settings not sending approval

Hi,

We need to send approval requests for course enrollment. To do this, we configured the Initial Learning Record Status as "Requested" in the Learner Self-Service Enrollment setting. However, the system is not sending the approval as expected, and there is no record in the workflow transaction console.
