Getting error like "More than 1 primary work relationship exists for the specified person."

Hi,
We are trying to hire new employee (create new employee) via HDL but it's failing with error "More than 1 primary work relationship exists for the specified person." even though there's no employee exists with same person number or SourceSystemId.
Do anyone know how to avoid this error in this perticular case?
