"Custom Project Administrator" role not working as copied Project Administrator role

Summary:

We assigned a user as Project Administrator for ABC project. System automatically assign "Project Administrator" role to this user. He can search projects on Projects Financial Management and can see only ABC project. Without given any data access.

Then;

1- We create a custom role by copying "Project Administrator" role with  Copy top role and inherited roles.

2- Assigned this custom role to the user who is project administrator.

3- User search projects on Projects Financial Management.

4- ABC project is not listed.

5- We give Data Access to new custom role.

6- User can see all projects.

I need to restict this user to see only assigned projects. Would you please help on this?
