Pick Wave Creation without Stock

Summary:

Can a Pick Wave be created without having Stock and Auto Allocations, Client needs to create Pick Wave document and do the manual Lot allocations only after Stock is produced. 

This is more like Order line is Released to Warehouse and will be manually allocated once the Stock is available. Pick wave number is being used for other processes like Custom Invoice generation, Transportation Arrangements, Intimation to Production with Quality details, etc. prior to production.
