Make category in new absence case required

To ensure proper classification, we need the category in a new absence case to be required. I enabled the required field through page composer and the asterisk shows up as expected, but there is no enforcement. If the field is left blank it is still submitting with no warning or error. I would expected the user to be prevented from submitting until a value is chosen.
