Is it possible to add a past dated noncatalog learning?

Summary:

I attempted to submit a ‘non-catalog learning request through Me -> Learning -> Actions. As I was filling out the information I noticed that the Learning Record Details – Start on or After and the Target Completion By dates do not allow you to record retroactively. In other words, if a Learner wanted to record training that they attended externally back in December, it does not allow for a retroactive date. 

I wanted to better understand if this is set up as intended OR why we are not able to select a retroactive date to record training.

If this is working as intended, is there another way that a Learner can record training they’ve completed from a past date?
