Is it possible to integrate metadata with security?

Our client imports constrained elements to display historical data, however, it is not authorized to insert new values to those specific elements. Essentially, these elements should be uploaded as "Read Only" for "all_users". The alternative of initially importing the metadata and later manually configuring the dimension security is neither feasible nor accepted by the client. Consequently, they desire an automatic or semi-automatic solution. Could you outline the solutions provided by EPM in this regard? Are there any potential workarounds if there is not a standard solution?
