Inclusion filter is translating a Move to a Remove via Subscription

Summary:

I have a particular situation where if I Add a new Parent node and Move an existing bottom node to the new Parent, when submitted the Subscription translates the Move to a Remove, and thus removed from the target application. This only happens when using an Inclusion filter, it functions correctly when not using an Inclusion filter in the Subscription definition.
