Can we setup Rate Overrides as Periodic even if the Default Translation is YTD?

Actual Requirement: The requirement is to load YTD TBs to the FCCS application and the same to be translated on the YTD Exchange Rates.

Doing the same in FCCS application, we experienced that when we provide any Rate Override, that Rate Override works as a YTD Rate Override. But defining YTD Override Rate is difficult. Either the Closing Balance's Override Rate is there, which will translate the whole as on date balance with a specific rate or particular periodic movement's override rate is there.

As per the above example, we either have an Override rate for the 4000 amount which is the periodic movement (new transaction) in the month of Sep; or we have an override rate for the 9000 amount which is the final amount (closing balance). But as per the above mentioned setup, system wants the override rate for the 7000 amount which is the YTD movements.
