role with Person security restricted to person type = nonworker

Summary:

I have created custom Learning Specialists role that has Person security restricted to person type = nonworker. when i assigned this role to non-worker, it is correctly restricts learner search to non-workers, But it does not show any courses(Created by employees) to assign to the non-worker learners. is it possible to see courses created by employees when a role with Person security restricted to person type = nonworker ?
