Remove Access of Seeded Document Types

There are some predefined document types (1095-C etc.) which we don't want to show to HR users in LOV on DOR page while adding a new DOR. We are not able to achieve for HR users.

As per doc "Controlling Security of Document Records (Doc ID 2594767.1)" , it is mentioned that we can control view / edit type of access for any document for various roles by creating different document type security profiles.

But as per 23D Oracle documentation, it is not possible to control document security using profiles for predefined document types.
