How to create project program hierarchies with multiple levels

Hi Project Cost Guru,

We are implementating the Program management and reporting in project per instruction from Upadate 22B. We were able to created new program. However, we are not able to activate the field "Parent Program Name" as there has no LOV. We are looking for building multiple level hierarhies (e.g. grand parent/parent/child). I did research on customer connect and use guide but still not able to find info exactly how to enable the filed? Base on some research it sounds like I need to use EPM to build the hierarchies (I mgiht be wrong). Can you please let me know how to
