Rate load template - Unused fields in template

Summary:

Rate load template download with empty rates has lot of unused fields. Which is decremental to pursue any automation . Is there any way to mark not required for rate unit breaks,rate cost groups?

Only header and lane attributes have capability to include or exclude but any rate cost and rate cost unit breaks don't have any control to include/exclude .

For example in LTL rate unit break costs if we use only Min Cost , Cost per each weight break we don't want to have additional unused fields in the template.
