What does it mean when it suggests that a new essbase connection should be created?

This is in relation to an error message that was received when pulling up the Budgetary Control Dashboard. The error reads "java.lang.RuntimeException: com.essbase.api.base.EssException: Cannot open cube view. Essbase Error (1027010): An error [1198068] occurred when calling the sql stored procedure [XCC_ESSBASE_SECURITY_PKG.build_essbase_secured_subcube].

The error resulted in no data being published in the dashboard.
