Slowness of report after upgrade to 23D

Summary:

A report which ran in less than a minute in 23c is taking 12 mins to complete for the same data post upgrade to 23D. We had 23D upgrade in all non-prod PODs and all of them has the issue. Please advise if anyone faced this and what was the possible ways to resolve this issue.
