I have amended the BI Publisher approval but only certain users see the body of the notifications, others just get an attachment and approval buttons

I have amended the BI Publisher approval template notification (BI Publisher, using the recommended customization process) but only certain users see the body of the notifications, others just get an attachment and approval buttons - is there additional configuration that I need to change per user / site to ensure that all users see the template notification content??
