Custom Resource Alert are being sent to "hcm-alerts-discard-worklist"

Summary:

Created a custom learning alert to notify learners on all overdue learning assignments. When I run the alert, it's returning  total of 332 messages but about 200 of them are just being sent to "hcm-alerts-discard-worklist"and the rest to valid active employee emails.

Is there a way to filter out alerts to be sent "TO:hcm-alerts-discard-worklist"?
