Project Type Unavailable in New Project Template After Selecting Organization

I created a new project type assigned to Common Set, but it is not in the LOV after I select Organization in the new project template.

Content (please ensure you mask any confidential information):

The new project type shows in the list if I select Business Unit and Project Unit only, however then Organization LOV is empty. If I select an Organization first, the new project type disappears. I confirmed that both Business unit and Project Unit default to Common Set and the existing project types are set up the same way. Do I need to assign the project type to Organizations somewhere?
