Organization Chart Criteria adding learners not within the org hierarchy

Summary:

While utilizing the Organization Chart Criteria to enroll learners in a course, we observed an anomaly where the selection process includes individuals who are not direct or indirect reports. Interestingly, this occurrence is not consistent across all leaders but is observed in a few cases. The scheduled Refresh Manager Hierarchy is running as expected, and currently, there is no apparent reason for this behavior. Have any of you encountered a similar issue with Oracle Learning Cloud?
