Segment security applied on department but user can view the other deptt records in Review Budgetary

Summary:

Segment security working properly on budget entry for a user but when we go to Review Budgetary Control Balances then we can see unauthorized departments ( not access of departments to user ) with amount. If we click on total budget amount (of different unauthorized department) then Then it is showing combination id is not valid. Is it is expected result? are we supposed to view the unauthorized departments amounts in Review Budgetary Control Balances?

Just for your information user has budget manager, Employee & SVS custom role & We also ran LDAP & Logout & login again & getting aforesaid result
