How can we delete WD's, which havent been used in any WO, using FBDI?

Summary:

I wanted to change the effective date of all the existing WD's to a past date as this was a client requirement. As a solution we decide to delete all the existing WD's using FBDI and re migrate with a past date. But when trying to delete the WD's using FBDI we got the error that WD's with past start date can't be deleted using FBDI.
