Auto update revision in case of revision conflicts on ECO

Summary:

Say we have an item A1 added to ECO1 with new revision as 2. This ECO1 is awaiting approvals for a long time. Meanwhile ECO2 was created on same A1 and revision3 was already implemented. Is there a way to automatically change the new revision in ECO1 as 4?
