"New budget or replacement of current budget" not working as expected

Content (please ensure you mask any confidential information):

We imported budget using "Import Budget for Budgetary Control and General Ledger" in a particular "Budget Scenario"

In this load, we have this account combination: aa.bbb.cccc.dddd - 20000

We again imported budget in the same "Source Budget" & "Budget Scenario" as above and "Budget Amounts Entered As" parameter value selected as "New budget or Replacement of Current Budget". However, above account combination doesnot exists in this load.

Expected Behavior - In GL, in Budget Scenario, there should not be any balance in account combination: aa.bbb.cccc.dddd (since a new budget entry is loaded which does not have any record for this account combination and "Budget Amounts Entered As" parameter value selected as "New budget or Replacement of Current Budget). Since replacement is selected, all existing balances should override with the new budget balances.
