How to update rate schedules with org id?

Summary:

Hi, I currently have a stream of NonLaborResourceOrganizationIds associated with rates. I am trying to use the https://docs.oracle.com/en/cloud/saas/project-management/23d/fapap/api-rate-schedules.html to update each rate associated with each NonLaborResourceOrganizationId. However, I am only seeing a possibility to do that using the rate id.

1) is there another way to update rates using the NonLaborResourceOrganizationIds?

2) is there a way to find each rate id related to NonLaborResourceOrganizationId so I can pass in that rate id to update the rate?
