Positions with type "Pooled"

Summary:

I created a position with Type "Pooled" with blank FTE and Headcount.

However, it is not allowing me to hire an employee in this position as it says "Not enough FTE".

Essentially, Pooled positions do not have restrictions on FTE.

Am I missing anything here?

I do not see any documentation from Oracle on this. I am waiting on Oracle's response on SR but thought of asking the experts here.
