While uploading the Shipments in OTM through CSVs, the start and end time of the shipment changes

While uploading the Shipments in OTM through CSVs, the start time and end time of the shipment change and when assigning the rates again the timezone changes

Would like to know the time zone conversion in OTM on these different stages, is it based on local locations or GMT?
