Changes Only Extract returns values in OLD fields when record is new.

Changes only extract using only PER_EXT_SEC_ASSIGNMENT_UE as root group and returns values in the _OLD even though the record is new since last run.

I have created a very simple 4 field extract using PER_EXT_SEC_ASSIGNMENT_UE as the root data group. Filter criteria limits down to employee only and running baseline the assignment record does not exists. When run with "Changed, marked attributes, previous data under threading group" option, output is picked up but the fields in the xml for _OUT are all same as the extracted field for this run.
