Advise for type of absence plan

Dear All
We have a new requirement from management saying that we need to have new absence category called additional Leaves , the requirement is employee can take 15 days additional leave and do work from home ,the leave is not impacted on payroll and it is front loaded ,there is no payroll information is related such as accrual or anything it is just like a work from home,anyone please advise which plan type should be better if I take qualification type am i able to restrict 15 days every year , If I took the accrual plan I need to run
