Security for Access to Catalog Items Using AOR

Hi Experts,
I found a document Understanding Access Control in Oracle Learning where we have example of Securing catalog access using AOR. Page Number from 38 to 46 in the document.
However, I implemented it and tried that it does not work as described.
Person Security Profile: Custom By AOR Scope is Business Unit
A course created by 99766555 with the name titled "Course A Italy acn.lisa.patrick" is visible to 9999999936 when he login. Similarly a course created by 9999999936 with the name titled "Course C Switzerland acn.miranda.waldorf" is visible to 99766555
My question is "Is it possible to secure catalog item access using AOR? "
